ENERSOK Foreign Enterprise LLC a Project Company funded by the following sponsors: Electricité de France (EDF), Nebras Power, Sojitz Corporation and Kyuden International. ENERSOK is in charge of the construction and operation of the Syrdarya 2 Combined Cycle Gas Turbine (CCGT) Project (the ‘Project’), a new gas fired Independent Power Plant (IPP) with a power generation capacity close to 1,600 MW. The Project site is located approximately 10 km west of Bekabad and right next to Shirin, in the Syrdarya region in Eastern Uzbekistan (150 km from Tashkent). The anticipated schedule for the Project is 36 months for construction and 25 years of operation. The selected EPC Contractor is Harbin Electric International Company (“HEI”).

Project standards and requirements / key documentation

The Project aligns with IFC (World Bank group) Performance Standards. To ensure HSES performance and management, the following documents serve as reference:

  • Project ESIA (Environmental and Social Impact Assessment),
  • LALRP (Land Acquisition and Livelihood Restauration Plan),
  • ESAP (Environmental and Social Action Plan),
  • ENERSOK ESMS (Environmental and Social Management System),
  • ENERSOK CESMP (Construction Environmental and Social Management Plan) and subsequent monitoring plans designed to monitor the ESHS impacts during the construction phase of the Project,
  • EPC ESMS and subsequent plans & procedures where all provisions/obligations related to construction are cascaded down to the EPC Contractor and its sub-contractors. A IESC (Independent Environmental and Social Consultant) has been nominated to monitor and report on the environmental and social performance during the construction phase.

Main Purpose of Role

The HSES Director is responsible for the overall coordination of HSES requirement related to the project, following the standards, documentation and monitoring organisation as mentioned above. The HSES Director ensures that the development and construction phase of the Project are managed in a manner which is aligned with Good Industry International Practice (GIIP) for the sector, the shareholders, and lenders requirements, and is compliant with the laws and regulations of Uzbekistan. The HSES Director will lead and advise the HSES team of the project. He/she will report to the CEO. The HSES Director works closely with (i) the Construction Director and its team, (ii) the Owner’s Engineer team and (iii) EPC Contractor to ensure that the Project is developed and constructed following HSES requirements. The role is 100% site based or 80/20.

Key Main Responsibilities (this list is not exhaustive)

General tasks.

  1. Responsible (with support from the ESHS Manager and Social Coordinator) for establishing and implementing on a day-to-day basis the ENERSOK Environmental and Social Management System (ESMS) for the construction phase. Ensure that implementation is consistent with the ENERSOK ESHS policy, HR Policy and other procedures of ENERSOK as well as shareholders and lenders requirements.

  2. Promote high levels of environmental & social awareness amongst the ENERSOK teams and the EPC Contractor and its sub-contractors.

  3. Regular liaison with the project team to ensure that all required environmental safeguards are implemented and maintained as defined in CESMP.

Management, coordination and monitoring of EPC HSES performance.

  1. Day to day responsibility for all HSES matters as required by the ENERSOK Construction Environmental and Social Management Plan (CESMP) to be implemented by the Contractor.

  2. Oversee regular monitoring of EPC Contractor (and their sub-contractors) ESHS performance and compliance with the requirements of the CESMP, EPC-ESMS and supporting ESHS Management Plans.

  3. Develop an inspection and auditing schedule and (alongside HSE Manager and Social Coordinator) perform audits of the EPC Contractor (and their sub-contractors) processes and documentation to further investigate non-compliances and keep records on site.

  4. Alongside the EPC Contractor, lead HSE investigations to determine the cause of any HSE incident occurrence through incident investigation and recommend measures to prevent recurrences.

  5. Lead inspections and audits and monitor close out of the site corrective actions . Ensure the project team effectively addresses all corrective and preventative actions identified during inspections and audits.

  6. Ensure adequate transfer of HSES obligations down the subcontracting chain, including induction, onboarding, inspections, audits etc. Verify the adequacy of suppliers and subcontractors.

  7. Oversee the implementation of national permit requirements under the Contractors’ responsibility.

  8. Oversee and monitor implementation of the Grievance Mechanism for project workers.

  9. Attend regular on-site meetings with the Construction Director, the Owner’s Engineer, EPCContractor and the Construction Steering Committee to discuss the progress of the construction phase and keep a record of all weekly environmental, health and safety meetings, toolbox talks on site, complete with the subject discussed and a signed list of attendees.

Management, coordination and monitoring of ENERSOK performance in the project area.

13 .Day to day responsibility for overseeing the implementation, monitoring and evaluation of the livelihood restoration obligations of the project supported by the Social Team and the third-party implementation team.

  1. Oversee stakeholder engagement activities as per the Stakeholder Engagement Plan (supported by the Social Team) and liaise with dedicated government agencies in relation to all the labour,environmental, health and safety matters.

  2. Accountable for the implementation of the Grievance Mechanism and ensure it’s fully available to both affected communities and project workers. 16.Direct coordination with neighbouring stakeholders.

Reporting, IESC & lenders monitoring missions.

  1. Collate, report, and submit all HSES monthly compliance audits and monthly incident statistic reporting to the CEO and Construction Director and coordinate statutory reporting and reporting to the Lenders during the construction phase.

  2. Act as the focal point for audits and visits undertaken by Consortium staff, the shareholder, the lenders, and any of their consultants.

  3. Coordinate, as the main focal point, the implementation of Corrective Action Plans defined by the IESC or other lenders representatives.

Skills / Competencies

  • Environmental and Social focused with in-depth knowledge of IFC Performance standards and good international industry practice (GIIP).
  • A demonstrated understanding of HSES and Health & Safety issues associated with the construction of large infrastructure projects.
  • Strong communication skills and comfortable challenging non-compliant working practices An ability to be both process-focused, and outcome-oriented. An ability to adopt a collaborative approach

Experience, Knowledge & Qualifications

  • Master’s degree or equivalent in environmental or social sciences, policy or management, rural development, or related field.

  • At least 15 years of professional experience, with at least 5 years of work experience in the energy sector and/or with International Financial Institutions (IFIs) in a similar position. Experience in a similar position and/or experience in Central Asia would be an asset.

  • Tertiary level qualifications in an engineering, health and safety or environmental subject

  • Extensive experience in applying ESHS requirements on a construction site.

  • Knowledge of HSE laws and regulations in Uzbekistan and the requirements typically adopted by international lenders.

  • General experience in the application of HSE requirements to large infrastructure projects.

  • Experience in performing HSE audits.

  • Experience in working in a multi-cultural context and on large infrastructure projects within developing countries. Experience in leading cross-cultural teams.

  • Fluent in English. Notions of Russian / Uzbek are strong assets.
